Declarar Hijo Ilustre de la Ciudad de Talcahuano al señor Comandante en Jefe del Ejército de Chile General Carlos Prats González.
Firmado por: Leoncán Portus Govinden, Alcalde y Valeria Coles De Coninck, Secretaria Abogado Municipal.
Incluye un recorte de prensa del diario El Sur (fuente y fecha con letra manuscrita) donde aparece Leocán Portus Alcalde de la comuna de Talcahuano y el General Prats, en el acto por medio del cual fue declarado Hijo Ilustre.
